There's no easy one-size-fits-all.
Things to consider:
Pre-production research, scripting, and visualisation costs
A location recce's
Equipment costs, maintenance, insurance, petrol, parking and travel time
May need to hire additional equipment or skills
In post-production, consider additional costs for music, talent, voice, any graphics, and additional footage
Travel and accommodation costs
If there's outsourcing, a production co-ordination fee could also be charged
